i'm getting a -80 dBm RSSI and that's pretty bad, so they say. but the pinging 8.8.8.8 is surprisingly quick, with just an average round trip time of around 200 ms. why is that?

It means that although you have a low signal strength, it can still be picked up and de-modulated by the receiver because there is very little RF that might be talking over your weak signal.
Imagine the analogy of some body talking to you very quietly. If there is silence in the room, you will still hear what that person is saying to you. If there are other loud conversations going on in the room at the same time, you are unlikely to hear that person that is talking quietly to you.
the environment is quiet enough to get packets through!
